Cloud Video Exchange: a unified video platform for Singapore's government agencies.

Developed in collaboration with GovTech and the DSAID team, CVX lets government agencies share video with each other on one cloud platform.

Context

Singapore's government agencies have each built out their own video management estates over the last two decades, different VMS vendors, different network zones, different retention policies. Cross-agency operations (incident response, public-safety coordination, investigations) meant getting video from one agency's portal into another's workflow, often via physical media or one-off portals. GovTech's DSAID team saw an opportunity to standardise this at the platform layer: a shared cloud service that any agency could publish into and any authorised consumer could read from, via common APIs.

Challenge

As agencies integrate video systems and software from diverse sources over time, secure video access and sharing becomes crucial. CVX removes the per-agency integration work that made sharing slow.

What we did
  1. Deploy CVX on the Government on Commercial Cloud (GCC 2.0), unifying multiple video systems onto one efficient cloud platform.
  2. Integrate with Whole-of-Government systems as part of the Service Layer of the Singapore Technology Tech Stack (SGTS).
  3. Dismantle existing video silos within and across agencies, minimising physical infrastructure along the way.
  4. Connect existing websites, applications and systems through a common API, without new portals or bespoke glue.
Architecture

CVX sits between agency VMS estates and the consumer applications that need video. Agencies publish feeds into Sirius running on GCC 2.0; consumers read from the SGTS Service Layer via a common API. Data plane stays inside WOG boundaries; everything else is standards-based.

Rollout
  1. Onboarded agencies in waves, starting with the ones with the simplest VMS footprint to prove the platform and model.
  2. Each onboarding: light adapter to the agency's VMS, identity integration into WOG SSO, routing and retention policy reviewed with the agency's data team.
  3. Consumer apps and agency portals migrated onto the common API in parallel rather than in one big cut-over.
  4. Platform maintained under a managed-service model with nete2 operating the cloud tier on GCC 2.0 alongside GovTech.
Outcome

Three benefits fell out of the shift to CVX: pay-per-use cost efficiency via GCC 2.0 (bandwidth and storage), faster connections to existing VMS systems, and a single centralised access point that ended the physical trips and multi-portal navigation.
